Very few piglins brute are generated in the bastions being at maximum and minimum difficulty

When testing the new nether of the 20w28a, 20w29a and 20w30a, I realized that very few piglin brute were generated in the bastions.
Comparing with the 20w27a, you could generate 2 or 3 brute piglins per chest, which now doesn't work anymore.
