Villagers sometimes do not go to their bell

Villagers sometimes do not go to their bell. It appears to be issue with custom villages - because I tried another world and they were normal.

 

 

The meeting point is the tree surrounded by water surrounded by terracotta with lanterns on it. It's on the bottom of the screenshot.
