Mobs spawning on soul sand

As of the 1.16 update and into the current snapshot mobs are able to spawn on soul sand.  I believe this is a bug.  Zombified Piglins are spawning on a soul sand path i have created in the nether and a zombie spawned on soul sand in a netherwart farm in the overworld when I lowered the light level.
