GUIs illegible with "Small" size setting and Unicode font

When you're using a language that uses the Unicode font, it is illegible at the smallest GUI setting. The screenshots are comparing Pirate (left) to UK English (right). My computer's resolution is also set to 1080p, so that can't be the problem.
