You cant put any item in an item frame with the tag: "Fixed"

What I expected to happen was...:
It would insert the item in to the frame

What actually happened was...:
It would not let me place an item inside the frame

Steps to Reproduce:
1. Give yourself an item frame with the tag: "Fixed"
2. Get an item 
3. Try to insert the item
