Glowstone clusters generate on netherrack in Soul Sand Valley

Glowstone clusters generate on netherrack in Soul Sand Valley, which might be normal, but MC-171520 is WAI and it means that they are not supposed to generate ANYWHERE in soulsand valleys and therefore, this makes me believe it is a bug
