Can't breed horses!

There is no way of breeding horses! I tried to sit on the horse with saddles without saddles with armor without armor. Tied to a lead and with out a lead.I also tried different plants like pumpkins.
1. Sit on the horse
2. Try to feed it wheat
3. Notice that there are no hearts coming out or anything.
