Fortune and efficiency doesnt work on netherite pick for me

What I expected to happen was...:
I got fortune 3 and Eff 5 on my netherite pick and expected it to work on ores and mine really fast.

What actually happened was...:
Didnt work, coal just came in one and when i decided to mine some stone cus i needed it for project it didnt mine fast at all

Steps to Reproduce:
1. Enchant the pick 
2. Start to mine
3. Realise doestn mine fast or get anything more than unenchanted
