/locate stronghold does not locate stronghold in Superflat worlds despite them generating

I was playing around with a datapack and I found a fully-fledged stronghold above ground.

Strangely, I did /locate stronghold and it said that there weren't any nearby.

I recreated it in 1.16 aswell, but for some reason I can't add 1.16 as a Version in the bug tracker, so bonus bug?
