End gateway is not generating after killing ender dragon

Hey, so I started new world in 1.16 snapshots.. and after killing dragon no portal to endcity showed up. I thought it is just problem in snapshots so after releasing 1.16.1 i respawned dragon and still no portal  

why is that? 

my world is too large for uploading here so there is seed: -8600623698933208666
