Issues growing saplings with bone meal from a dispenser

Trying to grow saplings surrounded by blocks that are at a height of 2 or more above the ground level that the sapling is placed on results in the sapling not spawning a tree. This seems to be location dependant, with some saplings working but others not in differing locations.

In the example attached below a spruce sapling grew when bone mealed whereas no other saplings did.
