Villagers don't always try to claim the closest workstation and are sometimes focussed on a non-existent one or one out of their reach

Villagers think they are linked to further away or non existent workstations and will not link to close proximity workstations. When allowed a direct path to the location they think their location is, they will make a beeline for it and convert their profession then.
