Minecraft Server tries to load incompatible versions and corrupts them

This was actually on 1.15.2. I haven't been able to test if this still happens in 1.16.1 but assume it does.

When a 1.15.2 linux minecraft server starts with a 1.16.1 world it will corrupt the world.

My expectation is that minecraft server will identify that the world is from an incompatible version and error out before modifying anything.
