Gravel breaking when falling on soul sand

I thought it was falling straight through but if there is a block between gravel and soul sand, with soul sand being the lowest block, the gravel falls and breaks. It also keeps making a burning sound, like the sound made when you chuck something in lava.

Is this intended behavior?
