Mobs Die After Falling 23.5 Blocks

I'm trying to make a mob farm, but after testing, mobs die after falling 23.5 blocks on half-slabs.

In those pictures, I dropped a zombie from the pillar on to those half slabs. This happens with Creepers and Skeletons as well.

This also happens on 1.15.2 as well.
