When a resources.zip is in a world, server will not prompt to download resourcepack

When a resources.zip file is included under a world folder, the server will not prompt to install the resourcepack, as you would expect. But, if you add the URI to the server.properties, it will NOT prompt for the resourcepack.

What I expected to happen was...:
Server will prompt to download resourcepack from server.properties URI

What actually happened was...:
Nothing happens

Steps to Reproduce:
1. Create a world with a resources.zip file
2. Add resourcepack download URI to server.properties
3. Start server
