Netherite crafting not working

Netherite tools and armor are currently unable to be obtained in both my single player survival world and my realm (aside from console commands). I place the diamond tool/armor in the smithing table, and then the netherite ingot, but the arrow with the X appears, and no netherite object is offered as an upgrade. I checked multiple times in different worlds to no avail.
