Nether Portals in certian chunks of region -1,0 are not linking Properly

After updating a local copy of my server to test the new nether update a weird issue where all of my portals are not linking right in a specific region file, instead they are all going to a single block where there is no nether portal, I have tested this is only happening in portals above the nether roof in region file -1,0, I am having the issue in chunks -3,1 through -8,6 there is a mix of newly generated chunks and legacy 1.14 chunks in this area.  It is not happening in any other regions.
