Bug on cicle of day and night

What I expected to happen was: When I create a nwe world in creative, the world stay in the night and when I set the command "/time set day", the sun wolud to rise.

What actually happened was: The moon returned to where it started. As if I had put the command "/time set night". It also is happening if I sleep.
