/weather rain does not work in custom dimensions

When using the command "/weather rain" in a json file customized dimension, no rain is produced. However, when teleporting to the overworld, typing "/weather rain" in the overworld does work. After rain has been produced, I can teleport to the custom dimension and it will also be raining/snowing in that dimension. "/weather clear" does work in the dimension but "/weather rain" will not work.
