Redstone is still on even if repeater is off

I was so happy when I finally got rid of the lag in Minecraft, (Shoutout to Razer Inc.) so I continued a redstone contraption I was building. However, I noticed something strange. The power continued to operate, even if the power was cut off by a deactivated repeater. The attached image should give you an example. But here's the thing, when I break an active redstone dust, the power turns off, but when I place it back, and it's still off. Someone fix this, please. -J
