wither skulls render weird

wither skulls render weird when placed on blocks over players head

What I expected to happen was...:
they would render in the center of the block 

What actually happened was...:
they would render towards one edge of the block and some would render lower then others

Steps to Reproduce:
1. place skulls hanging from blocks over the players head
