The End: Neither teleporters nor end cities are spawning

After killing the Ender Dragon no teleporter spawned near the island. I changed to creative mode and located the nearest End City.

At the given coordinates there was no visible structure but I made the advancement "The City at the end of the Game"!!! and it started raining (see screenshot).
