Dispensers firing arrows do not break armor stands

If you fire a dispenser directly at an armor stand, it does not break.
The only way to make the arrow break the armor stand is to have the arrow slow down to a stop and then hit it it. This can be done by either firing an arrow upward and letting it fall back down, or firing an arrow into a block and then breaking it
