outer skin not rendering in multiplayer list display unless player is in same chunk

Expected outer skin layer to render in "list" display on multiplayer server for all players

Only the inner skin layer is rendered in the list display, unless player is in the same chunk as you/is you.

to recreate: view TAB list with another player in a different chunk than you; their skin's outer layer will not be rendered in the list display.
