Grass stops growing if it was once waterlogged

What I expected to happen was...:
Grass would start growing if the water was removed that submerged it.

What actually happened was...:
No grass grew (dirt didn't turn to grass block)

Steps to Reproduce:
1. Find a pool of natural water
2. Clear water with sponge
3. Place grass block next to the once submerged dirt (turn up randomtick speed and nothing will happen)
