Loot chests say "Loot Not Generated" in spectator mode

_A_ll loot chests say "Loot not generated" in spectator, when in creative and survival, the chest loot is generated.

 

How to reproduce: go to spectator.

find a loot chest. try to open it.  it will say "Loot not genarated"
