Lava Cannot have Transparent Textures

So I was Playing around with texture packs and I wanted to make my lava Transparent but It showed up as a white texture and Further out It was black.

I also Noticed this when I switched the lava texture to the water texture, it went to a water texture but wasn't transparent.
