Add smooth transition in the fog between layer 61 and 62 (overworld)

In the overworld (visible often in spectator or in a void biome), when you go under the layer 61, the fog the fog suddenly changes from blue (sky) to black (cave). Adding a smoother transition would bring greater comfort in the gameplay, as it was done in the nether between biomes.
