Double protection enchantment on armor

Ok, when I killed a piglin it dropped an enchanted golden chestplate that comes with:

Projectile Protection III

Protection II

 

Also, there is a bug MC-141961 that also reported this issue but marked as "resolved"

Why would a fixed bug happen again in 1.16?
