Ocean biome floating islands worlds are almost completely empty

When using the "Floating islands" world type and selecting the "Ocean" biome, the world is almost completely empty. Only a few structures generate, but apart from that the world consists mainly of void.

This is especially critical since Ocean is the default biome that is selected when creating a "Floating islands" world.
