Can't break blocks holding a sword in Creative

When I was trying the latest snapshot I noticed that holding a sword in your hand in creative you can't break blocks unsure if this is intended or not and have some screenshots that show the particles going on the blocks while I'm in creative from stuff like Anvils to bushes
