End City Gateways No Being Spawned

I Created a Minecraft New World, in 20w17a snapshot. I Beat the Ender Dragon but no End City got Spawned. I Deleted My End Dim-1 Folder from .minecraft/saves and reloaded the end, but still no End Gateways. I am Playing in 1.16 Pre-6 But no Hope. I actually dont now whether its a bug or glitch but just give me any tips.
