WaterLogged fences surounded by farmland 'pull' player in

waterlogged fences that are surrounded by farmland will pull and 'trap' the player when the player comes within 1 block. The player will have to jump to exit the trap, and this will destroy the farmland. 

Tested with both waterlogged fence, and waterlogged cobblestone walls on 1.16 pre-release 5
