Block highlight box makes water transparent on anything lower that Fabulous

On any graphics setting lower than "Fabulous!" (Fast, Fancy) the black highlight box makes the water transparent.

Behaviour in 1.15.2 (Fancy) is so that it is black all around. This is the same for "Fabulous!" in 1.16.pre5.
