Data Pack and Resource Pack can only be highlighted once when using Tab to switch buttons

When using Tab to switch buttons on the Pack screens, the game highlights the first pack on the list (see pictures) but it doesn't visually change when it is de-selected or re-selected.

After switching the packs around, tab can no longer be used to highlight the first pack on the list
