Transparency issues for paintings

Paintings don't allow transparency. We have many textures in our resourcepack which rely on paintings being transparent. Below is an example of a clock which needs to be transparent.

How this worked in 1.14.4 was if the texture "back.png" was transparent, the side and back wouldn't render on the paintings. Now, even with it transparent, it shows up as white.
