Right-clicking a water bucket on a redstone ore block activates the redstone ore, but does not place the water

Holding a water bucket in hand, right-click a redstone ore block. The ore block will light up, as redstone ore does, however, the water is not placed as it should. Water can only be placed and picked up by holding shift when targeting redstone ore.
