shift rightclick on item frame

shift right-click on item frame doesnt work
What I expected to happen was...:
just place the block against the interactive block (itemframe)

What actually happened was...:
my block get placed in the item frame, or the item in the item frame gets turned

Steps to Reproduce:
1. place a itemframe in creative or survival
2. hold shift
3. right click with the block on the item frame
