When loading in a redstone dot via a structure block, the dot gets set to a redstone cross

The option to right-click redstone wire to toggle it between a dot or a cross was added, so it would be expected for this state to apply in structure blocks too. However, when a redstone dot is spawned by a structure block, it instead gets set to a redstone cross. This of course breaks the integrity of certain builds saved to a structure.

Steps to Reproduce
1. Save a redstone dot (redstone_wire[east=none,north=none,south=none,west=none]) to a structure file via a structure block or use the attached file
2. Place a separate structure block and load in the saved structure
     A crossed redstone wire appears
