can't summon a mob facing a certain way and with no AI

/summon Minecraft:skeleton ~ ~ ~ {Rotation:[250f,250f]} {NoAi:1}

When I put in just the No AI it will work

just putting in the rotation works

but when I try to put both rotation and No AI in it just says

Incorrect argument for command
