Unable to light a TNT cart with flame bow / flint and steel

What I expected to happened: Right clicking on the TNT with a flint and steel would ignite it. Shooting the TNT would ignite it.

What actually happened: Nothing (with flint and steel). The cart broke (Flame bow)
