Trident with 1 durability cannot be thrown in creative mode

Attempting to throw a trident with 1 durability in creative mode does nothing, even though this wouldn't affect its durability.

Steps to reproduce

1. Make sure you are in creative mode
2. /give @s minecraft:trident{Damage:249}
3. Attempt to throw the trident. Observe how it does nothing. 

This may have been caused by the fix of MC-163946.
