Low level enchantements at a level 30 table with all books

I keep getting enchantements that are low level even when my table crearly says that it is a level 30 (nothing is blocking the books, no torches). Back then, in 1.15, I would get Protection 4 almost all the time and enchanting my stuff was easy, but now I feel like this is either a bug or a really big nerf.
