Item durability bar renders in front of item count

When using the following command below to obtain 64 tools in one stack, the item durability bar renders in front of the item count:

/summon item ~ ~ ~ {Item:{id:"minecraft:diamond_hoe",Count:64b,tag:{Damage:1}}}

The bug relates to MC-19421.
