Piglins and hoglins twitching in the nether as they would do in the Overworld

Piglins and hoglins are twitching in the Nether just as they are in the Overworld (but without transforming into zombified form)

They shouldn't twitch like that

Steps to Reproduce:
1. Go to nether
2. Find piglin or hoglin
