Iron golems can not be spawned

The last bug I reported to Iron golems was not able to be replicated in 1.16 pre-release 2 when tested in another world. However when I returned to the original world where it was found, I could replicate the bug again, even in 1.16 pre-release 2. The world first generated in 1.13.2 then moved to 1.15.2 and then 1.16 pre-release 2. It only appears to be directional sometimes. A really weird bug
