Raids waves can spawn inside villages when forced to

Raids waves can spawn inside villages when forced to. To reproduce, place a villager and a bed on a completely isolated platform, give yourself the bad omen effect, and see the raid spawn on the platform. Since this didn't happen when raids were introduced in 1.14 snapshots, it's a bug.
