Buttons not working at spawn

On my server, the spawning area has been made into a "safe house" with a button connected to some command blocks to give the player some starting goods and teleport them out of the house and to a main area.

The button had worked fine in the past, but no longer will work for non-oped players.

Bug? Intended?
