Clouds render over everything else.

Clouds render over blocks and entities that are in front of them. I first noticed this in 20w22a and it is still an issue in 1.16 Pre-release 1.

= Steps to reproduce =

1. Make sure that Options>Video Settings>Clouds is set to Fast or Fancy

2. Load a world.

3. Clouds will now render over all blocks and entities

4. On 20w22a only, if you now change clouds to off the clouds will continue to render how they were for the last frame that they were rendered, so if you move the camera, the clouds will move with it.
